19/22 Shoving homeless people from park to park is not a solution. Hiring security to guard the grass is not a solution. Toronto should be run for the people who live here, not the real estate investors who force us out. John Tory must resign now.
Mon Jul 26 2021

18/22 Meanwhile, Tory is also refusing to intervene in one of the worst mass residential eviction crises the city has ever seen. His mayoralty threatens the safety of communities across every ward.
Mon Jul 26 2021
Encampment Support Network Toronto
17/22 Tory has compared what happened at Lamport to the previous day’s eviction at Alexandra Park, saying the former was only violent because of the presence of protesters. This ignores the reality that forced displacement is in itself violent.
Mon Jul 26 2021
Encampment Support Network Toronto
16/22 John Tory says the City clears encampments because they are unsafe. But at evictions across Toronto, they have shown that safety is the least of their concerns. They are brutalizing people indiscriminately, including the residents of encampments.
Mon Jul 26 2021

Mon Jul 26 2021

14/22 The City of Toronto has tried to hide the truth by limiting press access and by attacking and arresting reporters at clearings. They call the evictions “reasonable, firm, but compassionate.”

9/22 Some encampment residents wanted to move into shelters, but the City’s own data shows it doesn’t have enough beds to meet the demand. Many others have recently lived in the shelter system, but they returned to sleeping outside because they felt safer in encampments.

Despite City claims that encampments must be cleared because they are “unsafe,” Tuesday’s violence makes clear that City officials don’t care if houseless people live or die, as long as they do so out of sight of homeowners, tourists and developers. (22)

Instead, the City chooses to spend its money and resources building a brutal and expensive infrastructure of displacement — as part of a continuum of the colonial violence foundational to so-called “Canada” itself. We will continue to resist it. (21)

Basic needs can be met, people can live in community. Instead, the City allows housing to be an investment game, choosing to spend its $ building an infrastructure of displacement and continuing colonial violence foundational to “Canada” itself. We’re here to resist it (11/11)

The last time an encampment eviction was attempted (May 19th at Lamport), in an incredible force of solidarity between community members & their unhoused neighbours, the City only managed to clear roughly 10% but used an absurd amount of violence to do so (6/11)

Encampment residents are well aware of the deadly conditions in shelters: in a City-run survey, the number one response for not accessing shelter space was “lack of safety.” Many who initially accepted spaces have since returned to sleeping outside (4/11)

But how is it reasonable that during a housing crisis 30 years in the making, people be withheld from the only space they have to go? There is no significant amount of housing being built this year. Shelter-hotels and the respites are not safe places for people.

In the coming weeks we know that police presence and security guard presence in encampments will be ramped up. Not a new pattern - every time the city makes a push to evict, they try to make life more hellish for people by ramping up law enforcement presence.

We know they target the four biggest encampments because that's where residents have found solidarity with each other, and with housed neighbors. This is about inivisibilization and squashing support. People want permanent housing, not institutionalization.

One big change since we started last May is that the City of Toronto needs to cloak their eviction notices as an act of care or "city program". This is because the solidarity of the public with encampment residents has been overwhelming. Keep it up. https://t.co/MhtBN8VdqX

We have been saying the same thing since the start: people have a right to live in their communities, close to their services and families Most people want permanent, dignified, housing, not institutionalization. The city knows that. This new "program" is just an eviction.

We're now aware of 2 fires at the city funded shelter hotel institutions that resulted in death & we're grieving the loss of people who died from preventable overdose death inside. When the city says it is safer for people inside, they really don’t have a leg to stand on.

We know many Indigenous people who want to live how they want to live on their own land, rather than face the violence of institutionalization. We know that many of the people working in these new shelter hotel institutions are not trained to support people.

A lot of the people we meet and support in encampments have already gone inside, and those spaces have not worked for them - due to COVID outbreaks, incompetent harm reduction services, and heavy handed rules that deny people autonomy and dignity - so they’re back in the park.

Across the parks, many residents are terrified. For the past many weeks they’ve noticed the influx of Parks Ambassadors showing up daily to surveil, and get the data to push them out of their homes. Now we’re seeing, that fear has been justified.

Since May of last year, we’ve watched the city contort and change the name and process of evicting people every few months. Slapping a nice name on this “program” doesn’t mean it’s any less of an eviction - the threat of criminalization if people don’t comply still exists.

Encampment Support Network Toronto
And yes it’s grim. It doesn’t feel good staring down the barrel of winter and helping people to prepare to stay outside when we know there are indoor spaces, apartments the city could give people, rent subsidies. We see death due to OD & medical neglect all the time. 12

These are places where people in encampments have made their own communities. We always support the right of ppl to choose what works for them. Sometimes that means accepting the city’s offer & sometimes It means supporting encampment residents in winterizing their set ups. 11

The encampments that the city targets for clearing are the ones that are visible, the ones in neighborhoods where housed ppl call 311- the ones in ppl’s communities, where gentrification has made it unaffordable to stay housed. Moss Park, Holy Trinity Church, Scadding, LNP.. 10

We have been asking the city to make an adequate plan for winter . Our demands for the city months ago were as follows. We deputed & talked & demonstrated. 8 https://t.co/9PCV3D5oLS
Sat Nov 21 2020
Encampment Support Network Toronto
So the city’s plan is not expansive enough to give everyone an indoor space, even if they did want to take it. And surely there are ppl who do want the city’s option, but certain encampments are targeted for removal and displacement. We’ll talk about why later. 7
Sat Nov 21 2020
Encampment Support Network Toronto
So the options are not suitable for some. A rly important thing that people don’t realize is that the city says there are around 500 ppl who are homeless. We know in encampments alone there are over 1000, and this doesn’t include ppl sleeping in stairwells, on grates, etc. 6

They would be far from their families, community, medical services (including life saving harm reduction services). Many people we know have moved into shelter hotels & have left or been kicked out. Ppl are all different but many say it reminds them of being in prison. 5

The other option from the city is called the City Plaza shelter hotel and it’s at Jane & Wilson. It’s run by Costi. For many people in the encampments we serve it would take 1.5- 2 hours to get there from their current community by transit. 4

We know people who have accepted that BLC offer and have returned to encampments because they couldn’t stand the conditions. Cold showers, lack of privacy, the chaos of a respite was not suitable for them. Those who refuse the BLC often cite COVID as the reason.

The city’s winter plan accommodates space inside for 560 people. This includes congregate settings- a respite called the Better Living Centre which holds 100 people, at a time when we are told not to gather outside our households & COVID transmission through aerosol is proven. 2
